Missouri Legislators Pass Water Export Protections

Missouri legislators passed a measure that limits the export of Missouri water. The legislation is not an outright ban on water exports, which is unconstitutional. Instead, it establishes a strict permitting process that will be reviewed by a commission. In what is referred to as a banner year legislatively, lawmakers also paved the way for farmers to access affordable health care insurance.
