Congress unable to pass disaster aid

Two separate disaster relief bills that would have provided more than 13 billion dollars in aid stalled in Congress Monday. 

A U.S. House bill from Democrats and a separate bill from Senate Republicans both proposed agricultural assistance for crops, orchards, and vineyards up to three billion dollars, but the Republican bill would also make 2019 losses including Nebraska and Iowa flood damage eligible for aid.  Neither bill as-written would have covered grain and soybean losses.

Democrats want additional aid for Puerto Rico, which is still recovering from Hurricane Maria in 2017.  The Republican bill that failed included 600-million in additional nutrition assistance for Puerto Rico, but Democrats want more Puerto Rican aid.
