EPA proposes 2026 and 2027 Renewable Volume Obligations

The EPA has set Renewable Volume Obligations for the next two years.

Minnesota Biofuels Association executive director Brian Werner says RVO’s for 2026 were supposed to be finalized last fall.

“So we’ve been pretty delayed on getting a Renewable Volume Obligation rule out, much less finalized. So we’re certainly pleased to see that EPA is making progress.”

EPA proposed a total RVO of more than 24 billion gallons for 2026, including 15 billion for conventional renewable fuels like corn ethanol.

The agency is also calling for 5.6 billion gallons of biomass-based diesel.

“We’ll be kind of waiting anxiously to see whether or not this rule gives some sort of indication as to how EPA plans to address Small Refinery Exemptions going forward, because we need to make sure that these numbers are real and that they’re binding.”

Renewable Fuels Association CEO Geoff Cooper says while EPA’s proposal does not specifically address small refinery exemptions, it does include a commitment to reallocate any SRE’s that may be granted in future actions.
