Iowa soybean leaders eye 45Z guidance, EPA action to boost biofuel demand

Biofuels policy was a focus of the Iowa Soybean Association’s Farm Forward Conference.

Iowa Soybean Association president Tom Adam says the U.S. Treasury’s proposed guidance on the 45Z tax credit is encouraging.

“It will limit tax credits to production using North American feedstocks. And also takes away the carbon intensity score due to indirect land use change.”

Public comments are being taken on the guidance for 60 days and a public hearing is scheduled for May 28. Industry leaders say final guidance could come by the summer of 2026.

Adam tells Brownfield soybean growers also need additional certainty from the U.S. EPA in finalizing Renewable Volume Obligations.

“EPA put out a suggestion that we get 5.6 billion gallons. We’re looking for something at least that level to be confirmed.”

He says the policies help ensure demand for biofuels, which could increase soy crush and expand export opportunities for U.S. soybean meal.
