Skor says the time is now to authorize year-round E15

The CEO of Growth Energy says there’s been some positive signals in Congress for a federal E15 solution.

Emily Skor tells Brownfield bipartisan legislation that would allow year-round sales of E15 has been introduced in the House and Senate.

“They have reintroduced our bill that would allow us to fix the law once and for all,” she said. “Importantly, this president on day one included in his executive orders a commitment to E15 and the ability for us to sell it in the summer.”

The Nationwide Consumer and Fuel Retailer Choice Act of 2025 would remove seasonal restrictions from those who sell, market or purchase ethanol blends up to 15 percent. It’s been endorsed by the American Petroleum Institute, Renewable Fuels Association, Growth Energy, National Corn Growers Association, National Farmers Union and the National Association of Convenience Stores.

Skor says year-round E15 was nearly finalized late last year. “We were actually in at one point a compromise funding bill. We have a lot of momentum and we have to keep the pressure up on our legislative champions so they understand when they pass a funding bill they have to include E15, which doesn’t cost a taxpayer anything.”

She says permanent availability could bring 2 billion bushels of additional corn demand.

Skor spoke to Brownfield at the 2025 Commodity Classic.
