A low-pressure system currently traversing the upper Midwest will drift northeastward and gradually weaken, with rain showers along the storm’s trailing cold front diminishing in coverage and intensity across the eastern one-third of the U.S.  Meanwhile, Tropical Storm Rafael is forecast to become a hurricane before making landfall in western Cuba on Wednesday.  Thereafter, Rafael will enter the Gulf of Mexico, with weakening expected as the cyclone enters a more hostile atmospheric environment featuring wind shear and drier air.  Nevertheless, Rafael is expected to enhance mid- to late-week rainfall in the southeastern U.S., as tropical moisture is drawn northward.  Farther west, a new storm system should intensify over the central and southern Plains late in the week and reach the upper Great Lakes region late in the weekend, with additional heavy precipitation expected from the central and southern Plains into the mid-South and upper Midwest.
