A severe blast of bitterly cold air will arrive across the northern Plains and Midwest, starting Thursday.  By January 23 and 24, low temperatures should plunge to -30°F or below from the Red River Valley into the upper Great Lakes region, while on the latter date, sub-0°F temperatures will extend across the central Plains and middle Mississippi Valley.  Meanwhile, dry weather will cover much of the country during the next few days, aside from snow showers from the northern Plains into the Northeast.  Late in the week, however, a developing storm system could lead to a large and disruptive winter-weather event spreading eastward from the central and southern Plains.  Late-week and weekend impacts across the nation’s southeastern quadrant, excluding Florida, may include snow, sleet, and freezing rain, accompanied and trailed by gusty winds and unusually low temperatures.
