Chilly air will retreat but continue to lurk along or near the Canadian border from North Dakota to New England.  Some freezing or frozen precipitation will fall early in the week, before warmer air arrives, as far south as the Ohio Valley and the middle Atlantic States.  During the second half of the week, a spring-like pattern will develop across the U.S., with multiple disturbances emerging from the West helping to spark periods of heavy rain and locally severe thunderstorms from the southeastern Plains into the lower Midwest.  Five-day rainfall totals could reach 2 to 4 inches or more from central Texas into the Ohio Valley.  Occasional precipitation (rain and snow showers) will also fall from the Pacific Northwest to the northern and central Rockies, while mostly dry weather will prevail from central and southern California to the southern High Plains.  Mostly dry weather will also cover the lower Southeast.
