Stable keepers law driven by economic factors

There’s a new stable keepers law in Illinois. Frank Bowman is the executive director of the Horseman’s Council of Illinois, which pushed for the revisions.  He says the old statue was confusing, difficult to enforce and difficult to defend against by the horse owner.
