Would-be horse processor’s request denied

The Missouri Department of Natural Resources has denied a request by David Rains to modify his application for a Missouri water protection operating permit.

Rains is the owner of Rains Natural Meats in Gallatin, Missouri, seeking to begin horse processing at his plant. Rains says he’ll be talking with his attorney about his next course of action. He says the DNR excluded “equine” from the animals that can be processed but multiple state statutes say horses ARE livestock. Rains wanted “horses” added back in to the list of animals he could process and whose waste was permitted in his lagoons.

The letter from the Missouri DNR to Rains says the recent appropriations act signed by President Obama that zeros-out funding for federal horse processing inspections “effectively prohibits” horse processing, thus nullifying his request and denying his application to amend the permit.

Rains tells Brownfield he is not giving up.

  • MO DNR is not allowed to consider any criteria other than water quality when considering water pemits. Governor Nixon and his administration have intentionally denied David Rains due process of law, for purely political reasons. Keep this in mind when Jay Nixon asks you to vote to make him your U.S. senator. Conisdering he did this in Missouri, jus think what sort of skullduggery and mischief he will find if we send him to Washington D.C.

  • When my horses reached the end they would be put down & are buried here. I would no sooner send a horse off for slaughter then I would one of the dogs or one of the cats for that matter. Sure, a horse is considered livestock when it comes to say zoning (can you imagine say a few horses living across the street from Arrowhead stadium). When it comes to processing though, no. Cattle,sheep,hogs,etc…yes – they are raised to be food – but not horses. Horses are part of the family. I can see other people wanting dogs & cats getting processed for authentic asian food (I kid you not, over there in asia they are viewed as livestock). I love a great beef steak, everyone should eat more beef, period.

  • Gary Erikson, I don’t own a horse and haven’t for years. If I did own a horse and I sent it to slaughter, it would not impact you in any way. Covnersely, if you prevent me from sending that horse to slaughter, you would be denying me economic freedom. You would also be subjecting me to additional work. You would do those things only because you want to project and impose your beliefs onto other people. That is extremely un-American.

    Since turnabout is often considered fair play, I have decided to deny your economic freedom and subject you to additional labor by imposing my personal values on you. I like cars and other mechanical devices. I think some of them have their own personality and I have been very attached to some of my pick ups in particular. I named all of them. So, from now on, you may not sell your worn out automobile or house hold appliances. You must put them on blocks in your yard and keep them there from now on. You many bury them if you like, (subject to local ordnances of course). Or you can spend a lot of money trying to repair them even though you know they won’t be truly useful and safe again. But you may not sell any of them to a recycler or sell them to anyone that will in turn take them to a recyler.

    I know that you may not share my affection for mechanical devices and you probably believe differently than I. It doesn’t matter. I want you to treat things the way I would treat them. So you have to follow my rules for yoru things.
